The silo is governed by a strict, almost theocratic Pact and an Order of procedures that dictate everything from marriage (to control population) to the size of one’s living quarters (larger quarters are a reward for loyal service). At the top of this hierarchy is the Mayor and the IT (Information Technology) department, which runs a shadow surveillance state.
